Yes, once you get the National Dex by seeing all of the native Sinnoh Pokemon, you will be able to access an area of Pokemon Diamond that lets you transfer Pokemon from the GBA games. You can only transfer 6 per day however, and they cannot have any HM moves (this is probably so your character in the GBA game can’t get stranded). All transfers are permanent though, so choose wisely.
This is somewhat unrelated, but you might be interested in this information as well:
After you gain the National Dex, some additional Pokemon may appear in the tall grass depending on what GBA game you have inserted.
Yes you can after you have beaten the Elite 4.

yes but have to beat the elite 4 complete the sinoh dex and go to pal park
